Answer — First, replace the word "Ascendant" with "hour", and you'll be almost right. Almost because each Chinese hour begins at 1 minute odd and ends at 0 minute. For instance, the Tiger hour extends from 03 hours 01 minute a.m. through 05 hours 00 minute a.m.
Second, any hour to be taken into account in Chinese astrology must be related to local solar time, i.e., time of the local time zone free from any modifications such as Summer time, Winter time, etc. Neither Universal Time (UT or GMT) nor Beijing time is used.
